The use case defines the risk: why AI governance must start there

AI models are interchangeable, but their effects are not. Whether a system poses a low or high risk does not depend on the technology, but on the intended use. Modern AI governance must therefore focus on the use case and not on the respective tool. This article shows how companies can make risks manageable and why a use case registry is the real linchpin.

What is AI used for?

The use of AI is growing faster, while governance structures often lag far behind. The AI regulation is adding to the pressure, as it classifies purposes rather than tools. This is why risk management today begins with the question of what AI is used for. Only when it is clearly defined what business purpose an AI fulfills, what decisions it prepares or influences and what data streams it processes can the actual risk be determined. One and the same AI model can be completely uncritical in one context and trigger the strictest regulatory requirements in another. This is why the intended use is the starting point for any assessment: it determines data protection obligations, fairness requirements, scope of documentation, role responsibilities and the entire governance path.

If this is not clarified, the company does not manage the risk, but the risk manages the company.

The neutrality of technology

AI models often appear complex, but in one respect they are surprisingly simple: a model calculates probabilities based on its training data, no more and no less. They have no intentions of their own, no morals and no understanding of the context in which they are used.

This is precisely why a single model can take on completely different roles. For example, it can summarize internal notes, prepare credit decisions, support medical recommendations or sort applications. This makes no difference to the model itself. For the company using AI, however, it does.

The code remains the same. However, the use case does not.

This is why the AI Regulation does not assess the technology itself, but rather its intended purpose, i.e. the actual context of use. Only this determines the risk class, the documentation requirements, the necessary tests and even the question of whether a system may be operated at all.

An AI model is therefore initially neutral. Risks only arise when people incorporate it into processes, derive decisions from its results or omit necessary controls.

Where risks really arise: human variability

Many risks do not arise from the AI itself, but from how differently people use the same technology. While machines work deterministically, people act with different levels of knowledge and intentions, under time pressure or have different interpretations. It is precisely this variability that makes the use of AI unpredictable and, without clear guidelines, it quickly becomes risky.

Example: Two people can use the same interface and produce completely different results.

  • An experienced data scientist who knows the data quality and model limits.
  • An intern experimenting with prompts without realizing the consequences.


Instead of relying on each person to know the right steps manually, governance ensures that:

  • roles can only access suitable use cases and
  • checks are triggered automatically and
  • changes in purpose are recognized and reassessed and
  • Documentation, data flows and responsibilities in the process are enforced.


Reliability is not achieved through retrospective checks, but through clearly defined processes that are designed to technically prevent misuse.

Conclusion: the purpose determines the risk

Only when it is clear what AI is being used for can companies manage it reliably. The specific use case makes risks visible, assigns responsibilities and determines which regulatory and technical requirements apply. Without this Transparency AI remains a blind spot, even if the models used are known.

A structured use case register creates this visibility. It combines purpose, data, risk and responsibilities into a comprehensible overall picture. Model maps supplement this perspective with technical details, while risk-based workflows ensure that checks, approvals and re-audits are triggered automatically and are not forgotten.
